History Special Needs Essay

The history of education for children with special educational needs in Ireland has been one of neglect and exclusion. However the past three decades have seen a shift in attitude and policy. A shift which, Professor Desmond Swan has described as a progression in three phases: the era of neglect and denial; the era of the special school; and the era of integration or inclusion . The right to education is recognised in Ireland under Article 42 of the Constitution. However, in 1993 The Special Education Review Committee (SERC) reported: â€Å"Ireland has a conspicuous lack of legislation governing much of education but particularly covering educational provision for students with special needs † During the 1990’s litigation in the sphere of education emerged as an important agent for change in special education. Since the landmark O’Donoghue judgement of1993, parents have sought the protection of the courts to give practical effect to a constitutional right to an education for their children with special educational needs and forced Government to give legislative effect to this right. Over the past ten years there have been a number of key legislative developments in education for people with special educational needs. A stated objective of the 1998 Education Act is â€Å"to give practical effect to the constitutional rights of children, including children who have a disability†. The Equal Status Act 2000 refers to education in relation to the policies of establishment regarding admissions, access to courses, access to any facility or benefit provided or any other condition of participation in the establishment. In suspected cases of discrimination recourse can be sought through the Office of Equality Investigations. The Education (Welfare) Act 2000 is to ensure school attendance. It provided for the establishment of a National Education Welfare Board. The objective of the Board is to ensure that all children attend a recognised school or otherwise receive a certain minimum education. It is Government policy to encourage the integration of pupils with disabilities into the mainstream education system. In a speech in the Dà ¡il in October 2003, Noel Dempsey, Minister for Education and Science signalled that the â€Å"education of children with special educational needs alongside those who do not have such needs has long been Government policy† . The Education for Persons with Special Educational Needs Act 2004 refers to inclusion rather than integration, and notes that â€Å"A child with special educational needs shall be educated in an inclusive environment with children who do not have such needs†¦ † The Act is specifically concerned with children who have special educational needs. It aims to enhance the rights of children with disabilities to avail of, and benefit from, an appropriate education. The Act sets up the National Council for Special Education and outlines the responsibilities of Special Education Needs Organisers. The Act also provides for a range of services which must be provided within a certain timeframe and in constant consultation with the parents / guardians of the student, including assessments, individual education plans and support services as well as providing for a process of mediation and appeals where needs are not met. Such developments might seem to suggest that the concept of inclusion has become embedded in legislation and in Irish Schools but there is still considerable confusion as to what constitutes government policy in relation to children with special needs. Education continues to be provided on a continuum that ranges from separate special schools for children with severe, moderate or mild intellectual disability to special classes within mainstream schools to inclusion within mainstream classes with appropriate support. The National Council for Special Education itself is charged with ensuring that â€Å"a continuum of special education provision is available as required in relation to each type of disability† Section 20(g)5. The debate on inclusion for children with disability has just begun in this country and there is still a very long way to go. The rapid pace of development and change in special education has been problematic. Students with special educational needs may not necessarily have their needs met by appropriately qualified staff. Resource teaching time may not be sufficient, new curricula need to be developed and the physical environment of the school may present a barrier to access.

Difference Between Learning Degree & On Campus Degree

Over the past decade, increasing numbers of students of all ages and backgrounds have enrolled in distance learning degrees through the Internet. The two forms of college education, the traditional on-campus degree and this new distributed learning approach, differ in a number of ways. Yet they both offer specific advantages. The composition of the student population has changed significantly since the 1980s. A large number of today's college students are older and more heterogeneous. They also demonstrate varying levels of academic preparation. Many would-be students graduated high school a number of years ago and, due to various family and employment commitments, no longer have the flexibility of attending a traditional university setting. Further, some individuals live in remote geographical areas or do not have appropriate transportation opportunities. Distance learning offers them a much more expedient way to further their education. Distance learning offers such students the opportunity to learn online through their computers. Distributed learning programs are designed to enable individuals to achieve their educational and career goals in a way that is most convenient. They can arrange to study wherever they are and whenever they have the time arranged around their personal schedule. At the beginning of a distance learning class, the instructors normally transmit all information on assignments and lectures and provide or explain the study materials required. Throughout the course, students complete the work on their own, just as they would in an on-campus classroom setting. They use their computers to interact in discussions, ask questions and receive feedback from both the instructor and other students. When assignments come due, they send them to their instructors online, who grades and sends them back with comments. However, it is important for individuals to determine if distance education is the right avenue for them. It definitely is not for everyone. It requires a great deal of personal discipline and just as much, if not more, work and time commitment as a traditional classroom. If an individual is not self-motivated or has a tendency to put things off, it is very easy to get considerably behind the classroom schedule and not be able to catch up. With distributed learning, there is nothing stopping students from deciding to watch the latest reality show instead of turning on their computers. Also, would-be distance learning students need to be able to have an adequate understanding of computer technology and know how to read and study online course materials. Despite the many individuals who are taking advantage of online learning, there are still growing numbers of people who want the on-campus experience. Some individuals believe that the traditional setting offers students the best overall achievement opportunity. They state that the on- campus classroom offers more possibilities for personal interaction and communication in addition to building relationships in a mutually familiar environment. Students are able to meet face-to-face with professors as well as classmates. Both oral and nonverbal communication skills are enhanced. In face-to-face dialogues with others in the same room, facial expressions, body language, and tone of voice definitely play an essential role. Students also gain skills they will need in their future careers. In most cases, traditional college courses include team projects, where it is necessary to solve problems, set objectives and goals interactively with others. They are involved in a creative environment of active, participatory, exploratory learning. Sometimes, students actually help develop curriculum and class procedures. On-campus students also appreciate the other experiences they have. They personally meet people from all different backgrounds and countries and acquire skills on how to relate to others whose goals and values may very significantly. The colleges offer a variety of organizations, leadership and participatory involvement, and on-campus activities and special events. Being able to study directly in the campus library is very helpful. In addition to coursework, students can attend special lectures and seminars and enjoy school and community offerings such as movies, theater and museums. Lastly, an on-campus environment does not exclude technology and computer-based learning. Many students use their laptops and PCs to supplement their coursework, participate in chat groups, e-mail, and interact with the instructors. In many cases, the classes combine online and on-campus learning opportunities. Both distance and campus education can be advantageous. However, each student must decide which of these offer the most effective learning style based on personal traits and interests. For some individuals, Internet courses that let students learn at their own pace and review content until completely understood is the best method. Others learn best in an on-campus environment where they can be motivated by and involved with others in a traditional classroom setting.

Core Areas of a Successful Business Essay I.Ethics Leadership and ethics are more than closely related. They are one in the same. A famous quote by James MacGregor Burns sums up the correlation well, â€Å"Divorced from ethics, leadership is reduced to management and politics to mere technique.† (James Macgregor Burns) The quote touches on two very distinct differences. One aspect is leadership, and the other management. One who is a leader has the ability to inspire. He or she can inspire others to work harder, take on tasks thought to be impossible, and the leader could also inspire ideas. The ideas could come directly from a leader, or from those around him or her. A leader has complete clarity and vision. They also have a knack for overcoming obstacles and having others see and share their viewpoint. Another attribute that great leaders possess is the ability to show balance when handling various issues. They are able to balance ethic justice with ethic core. Ethic justice is defined by law and logic, as ethic core is defined by how it influences people on an emotional level. There have been various examples of ethical violations or moral ambiguity in business involving companies such as ENRON and TYCO. These companies were all about the perception of success. However, if someone were to investigate into the numbers, he would see there were serious problems. Hiding debt in dummy companies and offering excessive bonuses to executives are just a few examples of these violations. Where was the oversight? Well, the people who were in charge hand their hands out like everyone else. These individuals seemed oblivious to the consequences of their actions or those who would be hurt in the process due to their greed. Key decisions weren’t made at lower management level. Rather, they were being made at the executive level! Isn’t it the role of effective managers to prevent occurrences like this from happening? What is management’s position in these particular circumstances? Is there a specific procedure they should always follow? II.Processes of Management How do management and leadership differ from one another? It is best simplified by this quote from Peter Drucker, â€Å"Management is doing things right; leadership is doing the right things.† The terms manager and leadership are commonly used to mean the same idea, although they serve different purposes. Mr. Drucker gives a glimpse of the differences within his quote. Management is defined as a process that is used within an organization to help accomplish goals. The overall process of management includes planning, organizing, leading, and utilizing individuals and resources available within the organization. Planning is all about strategy and positioning. Having a clear understanding of the company’s objectives will streamline the planning portion of the process. Being able to identify trends are critical in meeting the demands of a business. A well-developed plan will help diminish the chances of failure of an organization. The plan requires structure and a team to deliver the plan. It is important that the structure be in place, and everyone has a clear understanding of their role. The concepts of organizational structures have in practiced for nearly one hundred years. In 1919, a French economic theoretician Henri Fayol published a book titled Administration Industrielle. It was one of the first publications that outlined the various aspects of a functioning business structure. He spoke about how to best to divide the function of business: creating a unity of command, hierarchy of authority, division of labor, and putting in place clear channels of communication. (Nickels McHugh, 2010, p. 207) Another theory was developed by Max Weber. Max Weber wrote a book titled The Theory of Social and Economic Organizations. He shared many of the same theories as Henri Fayol. However, Max Weber was of the belief that less educated workers carried out tasks better if they were guided closely and given strict rules by middle management to be performed. (Nickels McHugh, 2010, p. 208) Today many of those theories are still practiced. Businesses have to develop strategies allowing them to be nimble. If a business is slow to react to the market demands, they could be left behind. This is a costly proposition for companies looking to expand. Organizations seem to be moving toward a decentralized authority. This empowers the managers and employees to make decisions based upon their market needs quickly. A faster response time translates into improved customer relations and builds brand loyalty. This type of strategy is found in retail department store chains. On the other hand many fast food chains believe in the concept of centralized authority. All decisions on purchasing and promotion come from those in upper management. This allows companies such as McDonalds to keep their product consistent. (Nickels McHugh, 2010, p. 210) It is unlikely that a drastic philosophical change within retail or fast food will take place anytime soon. There have been innovative changes within other market segments concerning team structuring and how to best respond to the demands of the consumer. For example, if a company wants to introduce a new product and bring it to market quickly they have the ability to pool their internal human resources. Simply put as bringing the best minds from all facets of the business and have them work on a specified project. This team is commonly known as a cross functional team. What is so unique about this team is that they are self-managed. They may also share different managers during the task. The engineer may work closely with the team on the design of the product. However, when it is time to distribute and brand the product the marketing manager may take over. They also work together on a long term basis fostering new opportunities. (Nickels McHugh, 2010, p. 218) Working in teams can be great at moving an organization forward and carrying out task delivered by management. Teams can also seize opportunity by having the ability to quickly respond to a changing market such as technology. The biggest advantage of working in a team would have to be communication. Working as a team has far more advantages compared to its disadvantages. Some of the drawbacks would be the team having or developing a disconnection from the corporation’s core values or a feeling that they are their own entity. This occurs when areas are departmentalized from other functions of the business. Sometimes, if a common goal is not reinforced, it can cause some employees to become disengaged. If you have ever been part of a team where one of the members is negative and disengaged it can become infectious. At a minimum it becomes a distraction and disruptive to the team and its progress. (Nickels McHugh, 2010, p. 212) At what point does leadership step in to take charge? What role, if any, does leadership play in business? III.Leadership Leadership is universal as the principles that define effective leadership are equitable worldwide. This is because leadership is mainly founded on principles that revolve around human relations. It usually requires one to be selfless. Individuals in leadership should always prioritize the needs of all the people who are under his command before his personal needs or interests. There are several styles that have resulted in effective leadership. These styles depend on the demands and requirements of the individuals involved and the tasks facing the institution. However, these styles have also been forced to evolve with the changes brought along by the 21st century. This section tackles the evolution of leadership taking into account various styles and use of varied examples in a bid to highlight and make the issue most comprehensible. Leadership styles revolve around three key points. The first includes the manner in which a leader gives guidelines or directions to his subordinates. Secondly, it is also determined by the method through which the leader implements his plans. Lastly, leadership style is also largely influenced by whether or not the leader motivates people to produce the desired results. Another form of leadership style is democratic or participative type of leadership. In this case, the individual in the leadership position includes other people in decision making. Despite this, the leader is the one to make the final decision on the matters at hand. There is also a leadership style where the leader delegates the role of decision making to the employees while giving minimal or no guidance. This style is referred to as free-rein or delegative type of leadership. This style works well where the employees are competent, and the leader has confidence in them. Having any characteristics of these three leadership styles doesn’t mean you can’t enhance your role as a leader/manager with vision, value, and ethics. How does following these important guidelines improve your role as a leader? Leaders that impact businesses and employees on a daily basis know what they value. They also recognize the importance of utilizing their ethical behavior. The best leaders exhibit their values and ethics in their leadership style and actions. Defining your leadership ethics and values should be visible because you are living them in your actions every single day. A lack of trust can become a serious problem in many workplaces throughout the business world. If leaders never identified their values in these workplaces, the mistrust becomes understandable. If leaders have identified and shared their core values then living those values daily will create trust with everyone. Workplace ethics take the same route when the organizations leadership has a code of conduct and ethical expectation; they become an organization joke if the leaders fail to live up to their published code of ethics. Leaders that exhibit ethical behavior powerfully influence the actions of others including the employees that will eventually make that leader successful. As a leader, choose the values and the ethics that are most important to you, the values and ethics you believe in and that define your character. Then live them visibly every day in the workplace. Living your values is one of the most powerful tools available to you to help you lead and influence others. How could you improve your role as a leader/manager to become more effective? Managers are often seen as administrators and not leaders, depending on how we define leadership. The meaning of leadership is defined as promoting new direction either in people or organizations. It has nothing to do with being in a position of authority over others. What do we define as management? This is having responsibility for people and other resources with the goal of getting work done as efficiently and effectively as possible. The goal of the manager is to execute the directions promoted by the leader. Managers do not differ from leaders based on their personalities or styles as leaders are not just more lively, charismatic or larger than life managers. Any manager can lead by promoting new directions. Managers can be as inspiring as leaders even when they are wearing their managerial hat; hence, aiming to get work done efficiently, they try to inspire employees to improve performance rather than move them to change direction as leaders do. Both leaders and managers can influence quietly or by example without being charismatic. Any person can step into management, but the real question is how that individual is going to lead his people or team. Managers become successful only by understanding what it takes to be an effective leader to promote change with accountability. An individual can manage, but the true success of a powerful leader is the reflection of performance among its subordinates. An imposing leader knows how to manage as well as how to promote change effectively and positively from leading by example. Becoming an effective leader will eventually give an individual the success to reach his/her employees through positive influence and by achieving the high expectations handed down by the company objective. It is up to the individual leader on how he wants to manage his people in order to receive the best end-results. Taking all of these aspects into consideration, does someone in a leadership position have an obligation to motivate his or her employees, or is it up to the employee to realize his or her motivation? IV.Employee Motivation Many corporations today explore various strategies on how to improve production and motivate their staff to give one hundred percent toward the company’s goals. The most successful companies and organizations always seem to have extraordinarily strong leadership. There are many ways in which strong leadership can motivate the employees in an organization. Strong leadership can be used to energize a team in the workplace. A formidable leader should create a positive correlation between the workers and their employer. Moreover, the leader should be able to pool energy from each worker so as to improve performance and productivity as a team. Strong leaders have enormous reserves of spiritual, emotional and physical energy. The leader should be able to create a time for reflection of performance and also interpersonal evaluation of the strengths and weaknesses of every employee. This is because the investment in employees helps to improve performance and also improve motivation (Adair, 1998). Powerful leadership in the workplace can help to motivate the employees through effective communication. Communication helps to influence employees to improve their performance. In addition, delegation of duties within an organization is carried through communication, and it is essential for employees to communicate their concerns in the workplace to avoid inconvenience. An influential leader is a person who listens to the grievances of the subordinates and provides possible solutions to improve the level of performance. Moreover, a prominent leader should also be empowered to solve problems and to suggest solutions for the problems affecting the employees in the workplace. This means the information from every employee should be handled with the respect it deserves, including a concentrated effort placed on improving interpersonal relations with their employees. Awarding the employees who have performed well in an organization is one of the ways which motivates them and improves their capability. The top leadership should ensure that there is the creation of incentive programs in which the best performing employees are awarded according to their performance in the workplace. The main purpose for creation of incentive programs is to show the employees that the organization values and cares about them. In addition, through the rewarding of performance employees are encouraged to continue to seek improvement in their job. The production of employees is prone to increase after they have been motivated using incentive programs Messmer, 1995). Incentive programs motivate performance through maximization of results. Outstanding performance over a period of time should be rewarded through promotion or through the provision of incentives. The incentives should be based on hard work and should vary from one employee to the other. This also shows employees that they are highly valued and are significant assets to management. Furthermore, rewarding employees helps to retain them and increase their morale in the workplace. Employees should also receive unexpected rewards to express appreciation for all of their diligence on the job. Rate of Fermentation

Rate of Fermentation Cells obtain energy through a process called respiration. Yeast normally respires aerobically. In the absence of oxygen, yeast carries out anaerobic respiration. Yeast carries out alcohol fermentation which is catalysed by the enzyme zymase to produces ethanol, carbon dioxide and energy. Ethanol is used in making wine. Alcohol fermentation equation: Glucose Alcohol + Carbon dioxide C5H12O5 2C2H5OH + 2CO2 The rate of fermentation is influenced by several factors like temperature, type of sugar solution, concentration of yeast and concentration of glucose. In order to measure the rate of fermentation, the rate of production of carbon dioxide is measured in this experiment. Aim: To investigate how volume of yeast suspension may influence the rate of fermentation. Hypothesis: As the volume of yeast suspension increases, the rate of fermentation also increases. Variables: Independent variable : Volume of yeast suspension Dependent variable : Rate of fermentation Constant variable : Concentration of glucose, type of sugar solution, temperature, time  taken for the rate of fermentation. Materials Apparatus: 50-mL of measuring cylinder, 2-ml of graduated pipette, yeast suspension, glucose solution, 37oC warm water, burette, stopwatch, test tube, delivery tube, and basin. Methods: 1) 20mL of glucose solution was added to the test tubes using a 50mL measuring cylinder. 2) 2mL of yeast suspension was added to the solution in test tubes using a 2mL graduated pipette. 3) The end of the test tubes were covered with the thumb and the test tubes were inverted several  times to thoroughly mix the contents of the test tubes. 4) The test tubes were covered with a stopper. 5) The delivery tube was attached, measuring cylinder was filled with water and the apparatus was  set up so that gas produced will be collected in the measuring cylinder. Two sets of apparatus  were set up where one of them acts as a control. 6) The test tubes were placed in a beaker which is  ¾ full with warm water at 370C to ensure a  suitable environment. 7) The volume of gas produced in the measuring cylinder was observed and recorded every 5  minutes for a total of 40 minutes. 8) The experiment was repeated by using 4mL of yeast suspension instead of 2mL of yeast  suspension. 9) A table was constructed to record the time of measurements and the total volume of carbon  dioxide produced for both experiment. A graph was constructed. Discussion: Based on the graph, the curve for experiment which uses 4ml of yeast suspension is steeper than the curve for experiment which uses 2ml of yeast suspension. We can conclude that as the volume of yeast suspension increases, the volume of carbon dioxide produced also increases. When more volume yeast suspension is used the reactant will increase causes the frequency of collision to be increase too. So, higher productive collision will happen and causes the product which is carbon dioxide to be released will increase. The results can be said precise as the readings are close to each other in both experiments. However, the reading for the experiment which uses 4ml of yeast suspension at minute of 35 and 40 is not precise as it has quite big difference. The graph has no scattered points and this indicates that random errors are not very significant for this experiment. Random error such as the temperature of the water bath is not consistent to 37 °C and this may affect the result obtain ed. Besides that, another possible random error is the inability of human to react fast when using stopwatch. He might start take time or end the time slowly or quickly. So, it may affect the precision of the results. Improvements can be done by using an incubator as its water bath which its temperature will not drop or gain once it is fixed to 37 °C. The person with stopwatch must really quick to start the stopwatch exactly after the delivery tube is connected to the test tube containing yeast suspension and glucose solution. The accuracy cannot be commented as the true value is not given in both experiments. However, based on the theory it is true that when the volume of yeast suspension increases, the volume of carbon dioxide produced also increases. Systematic errors such as the burette might not be calibrated properly. Some of the carbon dioxide gas might dissolve in water and affects the actual volume of carbon dioxide gas produced. Therefore, improvements such as use only t he burette which is perfectly calibrated and gas syringe is used to collect the exact amount of carbon dioxide produced. It is important to use a lot of samples because a more reliable result can be obtained and the effect of random errors will be reduced. So, the results obtained can be more precise. Repeating the experiment also is important as it will increase the validity of results. Conclusion: As the volume of yeast suspension increases, the rate of fermentation also increases. Hypothesis is accepted.

Finally, Xwelas found a common laborer, much less of a public figure than her last two husbands. There are five different health plan options that are available for people that want health coverage. Indemnity Plans let a patient see whoever they would like to see with no limit and there are pre-agreements required for few procedures. Preventative care is usually not covered with the plan and there is higher costs deductibles and can be a co-insurance. Health Maintenance Organizations or Homos only allow people to see providers that are within the HOMO system. The primary care physician has to make all referrals and manages all the care.There are no payments for out of plan non-emergency services but some care requires pre-authorizations. This plan features low escapements, there is a limited provider organization and pre- caution care is covered with this plan. Point of Service or POS plans will let a person see either network providers or out of organization providers. If a person sees a physician within the organization, the person will see a primary care physician. There feat ures of this plan are lower escapements for network providers; higher cost for out f organization providers and this plan covers pre-caution health care.Preferred Organization Provider or POP plans have higher costs out of organization providers that are seen. Preventative care coverage changes within the plan but is available. With this plan, a referral to another physician specialist is not required. There are some pre-authorizations required for other procedures and some fees are Involved or can be discounted within this type of plan. The fifth and last plan is Consumer- Driven Health Plan. This plan Is usually similar too POP plan but does have it differences.This plan increases the patient's Information of health care costs and the patient pays directly to provider until the high deductible Is met. I believe that the plan that offers greater financial benefits Is the HOMO. This plan has a limited network but doctors have a low payment plan. As far as a plan offering greater cov erage benefits I would think that the either Preferred Provider Organization, Point-of- Service, or the Consumer-Driven Health Plan; would be considered since we could choose a physician either from within the organization or outside of the organization.

I can therefore say that this article fails to present all the aspects which are involved or which matters as far as game theory is concerned. I can therefore say that there is more to game theory and that the recommendations proposed may not be that effective even if implemented. Some of the recommendations may therefore be said to deviate from the core subject that is under discussion. (Barnett, 1995) However this does not mean that the article is null and void. The author in the article gives a very good example of the basic concept and the meaning of game theory. By use of the example of the two people in the article, the author paints out a clear picture of the principle of game theory and what is involved. It is clear to understand even to a person who does not have an idea of what game theory is. Further, the author gives recommendations or rather rules of what to do so that one may emerge successfully in any business that he or she may be conducting. In addition, unlike in the other cases where the recommendations that are set are usually impractical, here the author sets the recommendations that are practical in real life and which if they are implemented effectively will help the two organizations succeed in their sole objective of increasing their sales or rather profits. In order to dominate the retail market in China as successfully as they have in other markets across the world, dynamic change and the ability and willingness to work with the Chinese government would be crucial to their success in China. Faced with the strict rules and regulations that would hamper their growth and general operations, Walmart had to find a way to make and keep China and her people happy. Along with all the excitement, pomp, and circumstance that Walmart would bring into China, certain blemishes would follow as well. Low wages, discrimination, and utter dominance over an area it occupies left many questions as to whether Walmart would be accepted or rejected. But the first stumbling block that Walmart would have to face upon entering China would be one of its most challenging: The Government of the People’s Republic of China (Naughton). Upon entering any foreign market, one of the biggest problems facing Walmart and its expansion is government regulation and government worry over the massive company’s monopolization and impact on local markets. Moving into China, Walmart was going to have to assure the Chinese government that they were there to give the Chinese people a better retail alternative, provide abundant employment, and help China’s economy by establishing healthy competition, all while providing the Chinese people with an increased range of products and increased product quality available at the lowest possible prices (Huffman). Walmart in the United States is a very powerful company. In other countries, however, they are not viewed the same. This became very clear when they entered into China. Walmart faced problems that couldn’t be fixed with quick solutions. Finding suppliers, dealing with unions, rigid local competition, and cooperating with a communist government are examples of such problems. Once it found solutions to the above problems, Walmart opened a Supercenter  and Sam’s Club in Shenzhen in 1996 (Foreman). Walmart China, as it is known today, actively participates in communities by providing funding for charities, education and medical care. In fact, in April of this year, Wal-Mart launched its third annual nationwide community service week: â€Å"Keeping the Traditional Virtues – Walmart Filial Piety Activity†. For a period of one week, community service for the elders of each specific community holding the event was performed. This government and community involvement is necessary for Walmart and the trust it needs to gain from the Chinese people (Walmart). When Walmart first opened its doors back in 1996, they first felt the restraints from the government while trying to put products on their shelves. As an result of Mao and the period when every village and community was designed to be self sufficient, Walmart could not set up conventional distribution centers such as are found here in the United States. Products that would move from one city to another would require the approval of local officials, a task of staggering proportions. Instead, Walmart has had to set up buyers in each community and city that it operates in to purchase items that have to be bought locally through government and state approved vendors. Because of this, there are not very many national brands that can be found inside of Walmart China. This is gradually changing as China evolves and her people become more influenced by western culture and style. An example would be with cosmetics. When Walmart China first opened, the cosmetics available would not sell. It wasn’t until demonstrations were given and the local Chinese ladies were given makeovers that the make-up started to sell. As a result, not only did the cosmetics started selling fast, Walmart was able to bring in more expensive, higher-end brands (Trunick). When Walmart China bought initial products from suppliers back in the first few years in operation, for every purchase order issued, there were twenty-one documents that went along with it, simply to comply with central and local government regulations. Each individual store had to write the purchase orders by hand and issue their own checks. There could be no  central ordering or payment systems. Hard paperwork was required, and still is today although not as much, which resulted in having to pay additional employees to process the paperwork, subjects documents to human error, and is simply inefficient. Today, although the rules are definitely felt and abided by, regulations are slowly easing up. Walmart is slowly becoming able to centralize more and more of its processes (Trunick). Walmart is a well-admired company today in China. Just as employee songs and Walmart chants can be found in sites in the United States, they can be found in the Chinese locations as well. Adjusting to operating under the People’s Republic of China wasn’t the only thing Walmart had to get used to. They also had to get used to local customs and preferences. When Sam’s club first opened, it didn’t do as well as the Sam’s clubs here. The simple fact was that the Chinese didn’t have storage available to them such as we take for granted here in the States. The Sam’s Club in Shenzhen had to evolve to fit the needs of its customers and not vice-versa if it was to succeed. It did and it has, respectfully (Huffman). In every country, city, and community around the world that Walmart operates in, they constantly strive to be an asset to the area they are in. Not only do they provide numerous jobs to the areas, including employment to disable persons, they enable families to be able to afford things that they may not otherwise be able to afford. The contributions that Walmart makes to every community its in are numerous, and Walmart China is no exception. A few examples of the awards Walmart has won in China, according to the Walmart China website, are as follows: †¢Supplier Satisfaction by Business Information of Shanghai for five consecutive years. †¢Best Employer for University Student. †¢Leading Multi-National Enterprise in Asia by Asian Wall Street Journal. †¢Best Employer in China Retail Industry by CCFA. †¢China Most Valuable Brand by Fortune Chinese Version. †¢2008 Top 10 Best investing Fortune 500 Companies in China by Southern Weekend Magazine. †¢Excellent Employer by Fortune Chinese Version. †¢Multi-Nation Company Charitable Donations by Forbes Chinese Version. †¢Most  Admired Company by Fortune Chinese Version. †¢Best Community by Guangming Daily. Today, Walmart serves more than 28 million customers each month in 89 cities throughout China. It employs over fifty thousand people in China alone. Along with improving the way of life for the people and towns it serves, Walmart China is also helping the environment in the areas it operates in. In the mountainous regions of China, it is building water reservoirs in order to help solve water shortage problems facing the farmers and residents residing there. To help villagers reduce their carbon footprint and provide hot water to their village, Walmart is supporting the installation of solar panels. They also have implemented a direct farm program that works to eliminate the amount of time fruits and vegetables take to get to the store. Not only does this help to ensure the best possible quality of produce, it helps sustain the local farms and villages who produce the goods. It ends up being a win for the consumer as well as the grower (Walmart). Despite the governmental control that China has on Walmart versus other countries that Walmart operates in, China as proven to be a goldmine for Walmart’s growth, especially since their expansion has slowed in markets such as the United States due to such factors as saturation and slowed economy. Emerging economies, such as what China is experiencing, is extremely promising for Walmart’s continued growth and development. Walmart China has taken problems and turned them into opportunities. By working heavily with the local and national government, they have been able to overcome barriers to ensure their continued success. The biggest challenge that Walmart has faced in China is the acceptance of organized labor. In every market but China, Walmart has aggressively worked to keep unions out of their store. But unlike labor unions such as we have here, the unions in China are different. Chinese unions don’t negotiate labor contracts as they do here. In China, they are considered an arm of the government, they help secure social order, and they provide funding to the Communist Party. After several years of unrelenting persistence by the government, Walmart China finally buckled and unions were established across the nation (Naughton).
